The Indoor Athletics Stadium in Yuzhno-Sakhalinsk

On September 19, 2025, an act of acceptance for the completed construction project—an athletic manege—was signed in Yuzhno-Sakhalinsk. (Construction of the facility had been underway since 2019).

The athletic manege is an indoor stadium with a two-story annex. The main building houses:

• Six 200-meter oval running tracks;
• Eight 60-meter straight running tracks and two 100-meter tracks;
• Sectors for shot put, javelin throw, long jump, and high jump.

The facility has a seating capacity of 400 for spectators.

The athletic manege will be used for training in track and field, badminton, volleyball, and rhythmic gymnastics. Physical education classes for schoolchildren not only from the regional center but also from nearby districts are also planned to be held here.

JSC “SSI Engineering” provided engineering services to LLC “SKF ‘Sfera'” (the Contractor) from July 2024 as part of the bank support for a state contract with PJSC Sberbank.

• Visual and instrumental investigations of building supporting structures after reinforcing the structural repairs to the building (beams and floor slabs) with engineering condition reports according to JS 13-102-2003 «Rules for the survey of building structures» (geometric, physical and mechanical characteristics, mechanical conditions of building structures etc.)
• A certified opinion of technical survey of building supporting structures, the columns, beams/cross bars, ceilings
• Within the scope of the structure of supporting elements of a building, geometries, durability and structural damage
• Developing recommendations and actions of technical survey of building supporting structures

• Verify and monitor the terms and conditions of the ongoing EPC contracts for compliance with the terms and conditions of the loan facility.
• Verify feasibility of the final work handover and acceptance schedule under the EPC contracts.
• Verify technical feasibility of the Project.
• Verify the CUF performance status for three consecutive months of the calculation period upon receipt of the as-built acceptance KS-14 form with the RosTechNadzor (State Technical Supervision) permit for commissioning the power plant.
• Key conclusions on the Project progress based on the evaluated major organizational, technical, financial and other factors having positive or negative effect on the Project progress.
