Examination of validity and sufficiency of terms and stages of preparation and implementation of the investment project regarding their optimality;
Examination of the estimated cost of implementing the investment project;
Examination of estimated operating costs of the project (including maintenance and repair of equipment and buildings);
Examination of correctness of tariff calculation under power delivery contracts;
Assessment of risks of investment project implementation, including process, price and financial risks, as well as the risks of failure to meet the deadlines for the implementation of the investment project as a whole and its individual stages;
Identification of the possibility to optimize the selection of the main process and engineering solutions and main process equipment, and to reduce the terms and stages of work and the cost of implementation of the investment project as a whole and its individual stages;
Assessment of the applicability of the selected technology in the target region;
Assessment of social factors;
Assessment of ensuring the regulatory level of negative impact on the environment, taking into account the risk and consequences of not receiving a positive conclusion of the State Environmental Appraisal Office.
